There is a public path from the road to Flat Rock. Parking is the rub here, but if you are resourceful you can find a few legitimate options. Penzance Road for example has free street parking at Pebble Beach, but it requires getting in some exercise, walking around 1 mile to get to Flat Rock, and parking fills up early with beachgoers, scuba divers, and spearfishermen. It's a busy place.

Caught the fish with a 3/8oz gold Kastmaster lure modified with a single hook that points up so I can scrape the sea floor, without getting hung up, because that's often where the fish are. I use fluorocarbon leader for abrasion resistance against coral and rocks, and in case I hook into any blues.
I was also using this jig with a swimbait trailer, but did not catch anything with it. The weedguard allows me to rattle it around on the bottom.
