This area is on the upper Niagara River, above the falls, in zone 19, between Peace Bridge and the nearby railroad bridge. There are free public parking lots along the river. I noticed quite a few fishermen around the railroad bridge.
The Whirlpool, which is in zone 20 below the falls, is a very popular fishing spot. It is a steep hike from the free public parking lot to the Whirlpool.
